MHP Genel Sekreteri Cihan Paçacı MHP’nin 2011 genel seçimlerinde uygulayacağı stratejinin yapıcı taraflarını bize açıkladı. MHP’nin önceleri, ünü şiddet olan bir uç (sıradan olmayan) parti olduğunu, Bahçeli’nin 1997’de genel başkan olduktan sonra bu imajın düzeltilmesine çalışıldığını söyledi. Bahçeli’nin önderliğinde MHP’nin Türk milliyetçiliğine odaklanan milliyetçilikten, değişimle ortak kültür, tarih, ve dil ile etnik ve dini kökenleri ne olursa olsun Türkiye’de yaşayan herkesi kapsayan bir milliyetçiliğe geldiğini iddaa etti. Diğer muhafazakâr partilerden gelen akademisyenler, bürokratlar ve deneyimli politikacılar MHP’ye güvenilir bir imaj verdi.

Bu değişime, herşeyden daha çok 1999 ile 2002 arasında Türkiye’nin en uzun ömürlü koalisyonunda ortak olması yardımcı oldu. Paçacı’nı dediğine göre, Batı Anadolu’nun iç kısımları şimdi sağlam olarak MHP tarafında. CHP’nin kalesi sayılan bazı kıyı şeritlerinde ve AKP’nin dayandığı muhafazakar illerde de MHP rakip durumda. Ona göre doğal sonuç, AKP’nin cilası eskidikçe, Kayseri, Sivas, ve Erzurum gibi muhafazakâr milliyetçi illerde oluşacak boşluğu MHP’nin doldurması.

Paçacı, MHP’nin eksikliklerini görmüyor değil; partinin seçimlerden önce onları ele alacaklarını söyledi. Popüler ideolojisi ve iktidar deneyimine rağmen partinin üzerinde durması gereken ilk ana konu MHP’ye zarar veren 2001 Şubat’ındaki ekonomik çöküntü ile bağlantılı görülmesi. İkinci ana konu, oy verenlerin çoğu –özellikle solcular, etnik ve dini azınlıkların– 1970’lerin yabancı düşmanı, saldırgan ve şiddet içeren MHP’yi hatırlaması. Bugün, AKP’nin şüphe ile karşılanan dinî yaklaşımları ve CHP’nin Alevileri inciten konuşmaları MHP’ye, milli birlik ve farklılığa hoşgörü tutumuyla Alevileri kazanabilme imkânını verebilir.

Paçacı, 2011 seçimleri için Kürt’leri kaybettiklerini kabullendi. Ona göre, haliden memnun Kürtler AKP’ye, hoşnutsuz Kürtler Barış ve Demokrasi Partisi’ne (BDP) oy verecekler; bu kuşkulu etnik grup içinde MHP’ye fazla yer olmayacak. Kürt’lerin 2011’den sonra MHP’ye oy vereceklerini düşündüğünü söyledi. “İktidar olduktan sonra, ülkeyi bölmeden, AKP’nin yapmağa çalıştığı değişikleri yapabiliriz”; “Artık ondan sonra Kürt’ler bizden şüphe etmezler” dedi.

Geçenlerde bir toplantıda, MHP Genel Başkan Yardımcısı Oktay Vural, başbakan hakkındaki alaylı sözlerini tekrarladı; Türk politikasının seçim havasına girdiğini iddaa etti. Vural kendisi de seçim havasına girip, Erdoğan’ı Türk demokrasisi için “birinci tehlike” olarak adlandırdı. Medyanın geniş bir kısmının AKP’nin hizmetinde olduğundan, muhalefet partilerinin eleştirilerinin duyurulamadığından, telefonun dinlendiğinden, kendisinin, ailesinin, ve dostlarının “her an” Ergenekon soruşturması adı altında tutuklanabileceğinden acı acı şikayet etti. AKP’yi, temelden doğası ve yapısı ile demokrasi karşıtı olan, demokrasinin üstünde dine minnetkâr olarak tanımladı; böyle bir partinin herhangi bir şekilde demokrasiyi daha ileri götürebileceğine nasıl inanılabileceğini sorguladı. Vural, AKP’nin yaptığı hiçbir şeyin hakiki demokratik değeri olmadığını, aksine AKP’nin “demokrasi” reformlarının, ya partiyi yasal kovuşturmadan korumak ya da kararsız seçmenleri etkilemek olduğunu söyledi. Çok zevle yaptığı bir iş olarak, MHP’nin görevinin Türk halkına, AKP’nin son sekiz yılda Türkiye’ye ne kadar zarar verdiğini anlatmak olduğunu söyleyerek özetledi.

MHP's General Secretary, Cihan Pacaci, outlined for us the constructive side of MHP's strategy as general legislative elections in 2011 near. He noted that the MHP had previously been a fringe party with a violent reputation, and has worked since Devlet Bahceli became chairman in 1997 to reverse this image. Under Bahceli, he argued, the MHP has evolved its nationalist focus from being based on ethnic Turkish nationalism to being based on the shared culture, history, and language of all the people of Turkey, regardless of their ethnic or religious background. An influx of academics, bureaucrats, and seasoned politicians from other conservative parties have helped to give the MHP a responsible image.

Nothing was more beneficial to its rebranding effort, however, than the chance to prove itself as junior partner in Turkey's longest serving coalition government from 1999 to ¶2002. Pacaci claims that provinces in the western Anatolian interior are now firmly in MHP's camp and in some coastal or religious provinces -- considered to be the heartland of the Republican People's Party (CHP) and the AKP respectively -- MHP is competitive. It is only natural, in his view, that as AKP's luster wears off, MHP will fill the void in religious nationalist provinces such as Kayseri, Sivas, and Erzurum.

Pacaci was not blind to MHP's shortcomings, and said the party was working to address them before elections. The first major concern for the party is that, despite its popular ideology and previous government experience, the MHP suffers from being associated with the economic meltdown of February, 2001. To counter this, the MHP is planning to highlight its cadre of economists and other academics as part of its election campaign. The second main concern is that large portions of the voting public -- particularly leftists and ethnic and religious minorities -- remember the xenophobic and violent MHP of the 1970s. Pacaci was quick to note that not all cultural groups are distant to the MHP, noting that the MHP has no trouble attracting Arab or Circassian voters. He said it is the groups that have been most prominently in the news recently -- the Kurds and Alevis -- who are most skeptical of the MHP. Pacaci was optimistic that the Alevis would warm to the MHP. He noted that before they voted for the CHP, many Alevi groups had voted for Adnan Menderes's Justice Party in the 1950s. Today, with the AKP's religious motives under suspicion and the CHP making statements offensive to Alevis, the MHP could be able to win Alevis with its message of national unity through tolerance of diversity.

Pacaci conceded that the Kurds would be a lost cause for the MHP in 2011. Contented Kurds will vote for AKP and disaffected Kurds will vote for the Peace and Democracy Party (BDP), leaving little room for the MHP to make headway among a highly skeptical ethnic group. He asserted, however, that Kurds would begin to vote for the MHP after 2011. "Once we are elected into government, we can make the kinds of changes AKP is trying to make without dividing the country," he said. "Then the Kurds will no longer be suspicious of us."

19 Şubat’ta hapisteki PKK lideri Abdullah Öcalan, avukatları vasıtası ile PKK yanlısı Fırat Haber Ajansında yayınladığı bir bildiride BDP’nin, PKK’den ve onun siyasi kolu olan KCK’den mesafeli durarak demokratik ortamda daha etkili olmasını istedi. Öcalan’a göre BDP, KCK’yi eleştirici veya karşıt olmamalı. Hem Demirtaş’ın, hem de bu toplantıda bulunan, PKK’yi açıkça destekleyen Milletvekili Sebahat Tuncel’in, BDP’nin söylemindeki bu ani ve dikkate değer değişimlerinin kaynağı Öcalan olmalı.

Demirtaş, BDP’nin, AKP’nin, özellikle Siyasi Partiler Yasası ve seçim barajını inderecek olan anayasa referandumunu geçirme girişimlerine destek olacaklarını söyledi. Ancak BDP desteğinin bir bedeli var. 2011 için planlanan genel seçimlere kadar olan sürede BDP için en önemli olan konulardan biri seçim barajının yüzde ondan yüzde beş veya altıya indirilmesi. Demirtaş, bu şekilde BDP meclise bir parti olarak girme imkânı bulacak (bundan önceki seçimde olduğu gibi bağımsız milletvekilleri olarak değil) ve seçim sonrası daha etken olacak dedi. Demirtaş’a göre, BDP seçimlerde özellikle batı illerinde Sosyalist Halk Partisi (SHP) ile bir “ortak cephe” kurmayı planlıyor. SHP’nin 13 Mart kongresinden sonra bu koalisyon için ciddi görüşmeler başlayacak. Demirtaş, BDP liderlerinin Mart sonunda Washington’da temsilci bürosunu açmak ve Amerikan yetkilileri ile görüşmek için Amerika’ya gitmeyi planladıklarını söyledi. In a February 23 meeting, newly elected Peace and Democracy Party (BDP) Co-Chairman Selahattin Demirtas struck a surprisingly moderate tone with us while outlining the goals and methods for the party over the next few months. While the BDP national convention on February 1 was full of rhetoric supportive of the terrorist Kurdistan Workers' Party (PKK), our conversation with Demirtas and other BDP leaders notably lacked any discussion of the PKK or its jailed leader Abdullah Ocalan. Demirtas complained that the former Democratic Society Party (DTP) had some limitations when it tried to break out of the southeast region and appeal to a larger Turkish base. The BDP, however, would focus on all issues, not just Kurdish ones, both inside and outside the Parliament. At the same time, Demirtas continued, there are still problems facing Turkey's Kurds and the BDP would keep fighting to resolve them.



On February 19, jailed PKK leader Abdullah Ocalan issued a statement through his lawyers carried by the pro-PKK Firat News Agency that called on the BDP to distance itself from the PKK and its political arm, the KCK, in order to be more effective in the democratic sphere. The BDP should not, however, be critical or hostile toward the KCK, according to Ocalan. It is likely that Ocalan is the source of the notable and sudden change in BDP rhetoric, both by Demirtas and by MP Sebahat Tuncel, who was also present at the meeting and is usually open in her support of the PKK.



Demirtas stated that the BDP was ready to provide support to the AKP's attempts to pass constitutional referenda, specifically those that would change the Political Parties Law, and lower the electoral threshold to enter Parliament. However, BDP support would come at a price. Demirtas stressed that the AKP would have to show some signs of goodwill, such as: stopping police intimidation of BDP branch offices, allowing the BDP to receive state funds for election campaigns, convincing the media to treat the BDP like a normal party, and releasing BDP members who have been detained. (Note: Over 1,500 BDP members from across the country have been detained in connection with ongoing anti-KCK operations. End Note.) He complained that the international community continues to support the AKP and the government despite how it has been treating the BDP. This tacit approval of oppression of the BDP, Demirtas argued, only strengthens the government's hand against them.



One of the most important issues for the BDP between now and the general elections planned for 2011 is to lower the electoral threshold to enter Parliament from ten percent to five or six percent. This would allow the BDP to enter parliament as a party (instead of a group of independent MPs, as they did in the last elections) and to have more impact after the elections, Demirtas stated. The BDP also plans to potentially form a "joint front" with the Socialist People's Party (SHP) during the elections, especially in the western provinces, according to Demirtas. After the SHP convention on March 13, discussions would begin in earnest on such a coalition. MP Sebahat Tuncel stressed that a coalition could help them overcome the "psychological threshold" that kept them from winning in many western provinces, where people had a negative view of Kurds and, by extension, their party.



Demirtas told us that the BDP leadership plans to travel to the U.S. in late March to open their representative office in Washington and hold high-level meetings with USG officials. The delegation will likely include Co-Chairs Demirtas and Gulten Kusanak, BDP MP and former DTP Co-Chair Emine Ayna, and BDP MP Sinan Onal.

Party veteran Oya Akgonenc told us in a meeting just before the convention that Kurtulmus's nomination was a result of the recognition that SP had to change to meet new conditions in Turkey, but was not an abandonment of Saadet's older generation or its principles. She assured us that a committee of "elders" would provide continuity and advice to the new party administration.



Sitki Cengil, the party chairman in Adana province, outlined the SP platform to us in a February28 meeting.



Salim Ensarioglu, a Kurdish veteran of the now-marginal center-right Democrat Party (DP), echoed these sentiments in a March 9 meeting with us, pointing to Sanliurfa, Batman, Bingol, and Igdir as provinces where SP could win or do especially well at the polls.

Dişli, AKP‘nin, çağdaş Türkiye’nin karşısında olan temel sorunların ancak yeni bir anayasa ile çözülebileceğine inandığını fakat muhalefetin bu konuda ilerlemeye her hangi bir katkıda bulunmaktan kaçındığını söyledi. Dişli, başlangıçta AKP’nin bu yıl anayasa konusunda referenduma gitmeyi ümit ettiğini fakat şimdi, yalnız yeterli oyu alabilmeleri değil aynı zamanda böyle bir referandumun geri tepip gelecek seçimde AKP’ye oy kaybına sebep olabileceğini düşündüğünü söyledi.

On January 26, AKP Vice Chairman Huseyin Celik indicated to us that because support within the party for constitutional reform is uncertain, AKP would lobby other parties, particularly the Nationalist Action Party (MHP), about a possible shared constitutional reform agenda (REFTEL)



During a February 8 discussion with us, AKP Deputy and PM Advisor Saban Disli said AKP remains frustrated at the opposition's ability to draw out debate on minor legislative issues and, more importantly, to block any forward movement on constitutional reform. Disli said AKP is convinced that only a new constitution can address the core issues now facing modern Turkey, but that the opposition refuses to engage at any level on moving forward. Disli said AKP initially had hoped to seek a referendum this year on the constitutional issue but now questions not only whether it has the necessary votes (REFTEL) but also whether such a referendum could backfire and jeopardize AKP's electoral strength in the next general election.



Several AKP officials have told us that the party is conducting an intense internal debate on what kind of reforms to propose.

Bu arada, Türkiye İşveren Sendikaları Konfederasyonu (TİSK) yetkililerinden biri, beklendiği gibi, TİSK’in iş bırakmayı tasvip etmediğini bize söyledi. Turk-Is Labor Confederation Press official Sevkutan Nevsuhan told us that workers affiliated with unions attached to Turk-Is will "consider themselves on leave" February 4. She declined to predict the number of participants, but emphasized that all workers of the six labor confederations are involved. Meanwhile, Hak-Is labor confederation is somewhat more equivocal. Although known to be close to the government, Hak-Is has indicated that due to its "responsibilities and principles as a labor confederation," it has joined the other confederations in this protest. Hak-Is International Relations Officer Osman Yildiz informed us that Hak-Is will issue a statement expressing its optimism that a solution will be found prior to the beginning of the strike.



An Anatolia News Agency correspondent who follows labor issues, Goksel Yildirim, told us that most workers will simply not show up for work, but that some would gather in front of Turk-Is headquarters to demonstrate their support for the TEKEL workers. He said workers affiliated with DISK will gather in two places in Istanbul at 11 a.m., and would march to Sarachane Park to issue a press statement. He noted that at this point it is difficult to estimate the scope of participation.



Meanwhile, an official with the Turkish Employers Unions Confederation (TISK) told us, predictably, that TISK does not approve of the work stoppage. He said that national economy will suffer, and there would be production losses. He added that the employers are not a party to this dispute, and believe that such frictions pull labor relations into a deadlock. He said TISK urges the parties to act with common sense and hopes dialogue will prevail.

After a delay due to a traffic accident in Northern Iraq, a group of 26 refugees from the Makhmour camp in Northern Iraq and eight reported members of the PKK from Kandil Mountain returned to Turkey via the Habur Border Gate at around 5 p.m. October 19. Press reports claimed none of the returnees had participated in armed actions against Turkey in the past, and that there were pending investigations on five of the returnees for "terrorist propaganda." PM Erdogan described the returnees as "surrendering" to Turkish authorities while the PKK said the group was a "peace delegation." The group was reportedly met by 40 attorneys, four special prosecutors, and a specially assigned judge to check their identities and expedite their entrance into Turkey. Yusuf Alatas, President of the Human Rights Association, told us he expected the entire group to be detained while they are questioned by prosecutors and their identities are confirmed. He believed this detention would be minimal. The DTP had massed more than 100,000 people at the border to welcome the returnees in what was described by one witness as a "celebration feast." Hasim Hasimi, former Mayor of Cizre and informal advisor to President Gul on Kurdish issues, told us he feared provocations from security forces at the welcoming celebration. Hasimi worried that demonstrators might carry pro-PKK signs or slogans, which would arouse the anger of the security forces. Press reports indicated that demonstrators were indeed carrying such signs, but that the security forces were not reacting.

We met October 19 with MoI Secretary General Eyup Tepe, who told us that during a meeting this past weekend, Interior Minister Besir Atalay and Minister of Justice Sadullah Ergin had developed a still notional concept of constructive repentance which, they hoped, would allow a returnee process to take root, while enabling the government to assert its continued adherence to section 221 of the Turkish penal code, "repentance." (Note: Article 221 specifies that no penalty will be imposed on someone who "effectively repents" of their crimes, and provides information to authorities that "is likely to lead to the dissolution of the organization or apprehension of its members." End Note.) Both ministers proposed that, by merely crossing the border, a returnee could be legally interpreted as being sufficiently repentant. As such, according to Tepe, returnees would not be required to make formal or public declarations of their repentance. Tepe noted that the ministers' constructive interpretation of "repentance" would likely be subject to National Security Council (MGK) review at its October 20 meeting.



Republican People's Party (CHP) Deputy Atilla Kart told us October 19 his party viewed the return of the group as a positive development in the continuing democratization process. He said he believes that CHP Chairman Deniz Baykal would display a positive attitude toward the returns, "as long as the group acts with common sense." (Comment: We interpret this to mean the returnees should avoid provoking Turks' enmity over the long years of struggle against the PKK. End Comment.) In contrast, however, Mesut Deger, ethnic Kurd CHP Deputy Secretary General, stressed that the CHP would not take a stance on the returns and would continue to underline the importance of the struggle against terrorism. Still, he stated that if this first group of PKK were released by the government after interrogations, the dissolution of the PKK would begin and many others would come. Both leaders stressed that the CHP was going to take a "wait and see" approach to the returnees.

ADALETE GÜVEN?

Bu belediye çalışanı, Adalet ve Kalkınma Partisi’nin (AKP) Kürtçe’yi kullanma konusundaki açılımlarına rağmen Türk hükümet yetkililerinin, Baydemir’in 1 Eylül olaylarında Kürtçe konuşmasından dolayı soruşturma açtığını duyduğunu elçiliğimizin politika danışmanına söyledi. AKP’NİN MAKSATI ÖNEMSİZ

Yakın ilişkimiz olan Diyarbakır’da bir Sivil Toplum Kuruluşunun (STK) başındaki bir kişi katılımcıların sevinçleri tarif edilemiyecek gibi idi, dedi. Bir iş arkadaşının, yürüşlerin birinde rastladığı ağlayan bir kadın hikayesini anlattı. Niçin ağladığı sorulduğunda kadın, “Sonunda barış geldi. Bunu hayal bile edemezdim” cevabını vermiş. İlişkili olduğumuz kişi önceleri bize, özellikle AKP TRT-6 Kürtçe kanalı ilân ettiğinde Türk hükümetinin maksadı ve samimiyeti hakkında kuşkular vardı demişti. Samimiyet artık bir konu değil, “Maksat seçim için yatırım olsa da önemli olan sonuç. Bu demek değildir ki biz geçmişin kötülüklerini unutuyoruz fakat barış için şimdiye kadar olduğundan daha umutluyuz” dedi.

Delivering remarks in Kurdish and Turkish, and releasing white doves in a symbolic gesture, Baydemir underscored the importance of peace and said, "As a son of the Kurds, let the bullet fired at a (Turkish) soldier first hit me. Turkish intellectuals and politicians should say the same for the (PKK) guerillas. Because, neither dying nor killing will solve the Kurdish issue."



TRUSTING JUSTICE? -----------------

(C) The staffer told PolOff she heard that, despite the Justice and Development Party's (AKP) overtures about Kurdish language rights, GOT authorities had already opened an investigation about Baydemir's use of Kurdish at the September 1 event. (Comment: during a March 2009 meeting, Baydemir told us the prosecutor had opened more than 12 court cases against him for various offenses including using Kurdish in speeches and on invitations). Perhaps mindful of his legal situation, in his remarks, Baydemir took a swipe at Chief of the Turkish General Staff General Ilker Basbug's recent call on the PKK to lay down arms and trust the Turkish justice system, calling into question the "justice" of a system that imprisons children for making victory signs with their hands.



AKP MOTIVE IS IRRELEVANT ------------------------

A close contact who heads up a development NGO in Diyarbakir said the feeling among participants was euphoric. She recounted the story of her colleague who found an old woman weeping at one of the rallies. When she asked what was wrong, the woman replied, "Peace has finally come. I could never have dreamed this." Our contact said before, in particular when the AKP announced the TRT 6 Kurdish-language channel, there was skepticism about the GOT's motives and sincerity. Sincerity is no longer an issue, she said; "So what if the motive is electoral power? The important thing is the outcome. This doesn't mean we're forgetting the ills of the past, but we are more hopeful for peace than we ever have been."

Atalay da, adım adım bir yaklaşım uygulanacağını, bunun da teklifi hazırlayan komisyonun Başbakan Erdoğan’ı bilgilendirerek Erdoğan’ın bölük pörçük kararları ile ilerleneceği şeklinde olacağını daha önce bize söylemişti.


CHP YAKALANAMAZ’I OYNUYOR

Paketi destekleyen muhalefet milletvekili Mesut Değer ile konuşmalarımız İyimaya’nın karamsarlığını pekiştirdi. Değer, Cumhuriyet Halk Partisi (CHP) için, CHP’nin kırmızı çizgileri içinde kalarak, bir demokratikleşme planın Kürt sorununu nasıl çözebileceği önerilerini getiren bir rapor üzerinde çalışmaktaydı. 2 Ekim’de basın, CHP’nin Değer’in raporunu yayınladığını haber verdi ancak hafta sonunda CHP yetkilileri buna sahip çıkmadı, hattâ böyle bir raporun mevcudiyetini inkâr etti. 9 Ekim’de Değer bize raporun bir kopyasını verdi ve PKK yanlısı bir İnternet sitesine sızdırıldığını söyledi. İnternet sitesi, Abdullah Öcalan dışında bütün PKK’lilere umumi af ve PKK’ye karşı operasyonların durdurulması gibi rapora CHP’nin kabullenemeyeceği pek çok ekler yaptı. Değer, raporunda böyle şeyler olmadığı, yapılan değişikliklerin raporun diğer bölümleri ile olan tutarsızlığından açıkca sahtekârlık olarak göründüğü konusunda ısrarlı. Değer, kendisi, Karayalçın, ve bir Karayalçın yardımcısından başka kimsede bu raporun olmadığını söyleyerek, basının rapor taslağını nasıl ele geçirdikleri konusunda tahminde bulunmak istemedi. (Not: Daha önceleri görüştüğümüz başka CHP’liler gururla, Değer’in raporu olduğunu iddaa ettikleri bir belgeyi ellerinde sallıyorlardı. Ellerindeki sahiden bu rapor mu idi, yoksa CHP’nin daha önce yaptığı demokratlaşma ve Kürt’lere uzlaşma alanı açılması söylemlerinin bir özeti mi idi pek belli değil. Üstüne Eyüp Tepe, bu raporun hazırlanmasında Değer’in İç İşleri Bakanlığı ile birlikta çalıştığını söyledi; ona göre, CHP raporu Atalay’ın hedefleri ile yakından örtüşüyor fakat CHP, sonunda CHP’yi açılımı desteklemeyecek duruma götürecek bir politik oyun oynuyor.


Tahrif edilmiş raporun sızdırılmasından sonra CHP Yönetim Kurulu Baykal’a, raporun meşru bölümlerinin bile zarar getireceği düşüncesi ile partiyi net bir şekilde bu rapordan uzak tutmasını önerdi. Değer’in tahminine göre Baykal AKP açılımını temelden ret edecek: eğer bir bütün olarak getirilirse, sızdırılan rapor olayından dolayı bunun terröristlere bir ödün olduğu için; oluşmamış parçalar olarak meclise getirilirse de her bir parçanın tümün içinde ne rol oynadığını bilmediği için. Değer, Baykal’ın, Erdoğan’nın açılımı görüşmek üzere ikili bir toplantı için gönderdiği mektuba olumlu cevap vereceği konusunda karamsar. Baykal, kapalı bir görüşme ardından basında doğacak spekülasyonları önlemek için medyanın toplantıda hazır bulunması şartı ile daveti kabul etti. Tepe’nin bize verdiği, CHP ve AKP’de çalışmaları yapanların ortak bir payda arayışı için bir araya geldikleri güvencesine, CHP’nin yetkili liderleri Kemal Kılıçdaroğlu ve Hakkı Suha Okay ile toplantılarımızda gördüğümüz iyimserlik eklenince, meclis dokunulmazlığının veya 2012’de yapılacak cumhurbaşkanlığı seçimleri düzenlemesindeki belirsizliklerin kaldırılması karşılığı, CHP’nin desteği halâ hesapta olabilir.

SUBJECT: TURKEY'S DEMOCRATIC INITIATIVE: MORE THAN WORDS?


The optimism of the congress was not consistently reflected in our discussions with officials close to the project. Ahmet Iyimaya, a caffeine-driven MP from Amasya and expert on constitutional law, expressed concern that the package would fail. He told us that the Prime Minister, Interior Minister, and other pertinent officials had finalized what would be in the package, but were concerned that the opposition would not support it. The chance of constitutional amendments passing was "hic, sifir (never, zero)" and therefore were unlikely to even be proposed to the current Parliament. He predicted that Atalay would possibly not bring a coherent package to Parliament at all. Instead, his presentation to Parliament would be a restatement of rhetoric that had already been reported -- that the path to eliminating the PKK and developing the country is through democratization and the elimination of unfair treatment of minorities -- and that the package would then be brought to vote in unconnected pieces.

Eyup Tepe, Secretary General of the Ministry of Interior, told us that Minister Atalay would likely brief members of parliament on the initiative beginning in the third week of October, but that the political situation for a briefing of the whole of Parliament may never exist. He, too, mentioned a step-by-step approach for passage, explaining that the committee on the initiative would brief PM Erdogan who would then make piecemeal decisions on a way forward.


CHP PLAYING HARD TO GET

Our talks with pro-initiative opposition member Mesut Deger reinforced Iyimaya's pessimism. Deger had been preparing a report for the Republican People's Party (CHP) making suggestions on how a democratization plan to solve the Kurdish issue could be achieved within CHP's redlines. The press announced on October 2 that the CHP had released Deger's report, but by the end of the weekend, CHP officials had disowned it, claiming that no such report even existed. On October 9, Deger gave us a copy of the report, telling us that it had been leaked to a pro-PKK website. The website unilaterally added several terms unacceptable to the CHP, including general amnesty for all PKK members other than Abdullah Ocalan and an immediate end to operations against the PKK. Deger insists that his original report did not include such language and that the edits were obvious fakes, inconsistent in tone and grammar from the remainder of the report. Deger would not speculate as to how the draft got to the press, claiming the only people to have had a copy were himself, Deniz Baykal, Murat Karayalcin, and one of Karayalcin's aides. (Note: We had previously met with other CHP members who proudly wielded what they claimed to have been Deger's report. It is unclear whether they indeed had his report or had instead a summary of previous CHP pronouncements in favor of increased democratization and accommodation for the Kurds. Furthermore, Eyup Tepe said that Deger had been working with the MoI to produce his report. He believed that the CHP report was closely aligned with Minister Atalay's goals, but that CHP was paying a political game that would, in the end, lead them not to support the initiative. End note.)

The result of the leak of the doctored document was that the CHP board advised Baykal to distance the party from it unambiguously, considering even the legitimate parts of the document to be poisonous. Deger predicted that Baykal would reject uncategorically AKP's initiative: if it emerged as a package, he would be forced by the leaked report episode to reject it as a concession to terrorist demands, but if it were to come to Parliament in inchoate pieces, he would be unable to support individual items without knowing what role they play in the whole. Deger was also pessimistic that Baykal would respond positively to an Erdogan letter requesting the two men meet to discuss the initiative. Baykal has to date accepted the invitation on the condition that the media cover the event to avoid press speculation that would follow a closed meeting. Tepe's assurance that CHP and AKP are meeting at the working level to reach an accommodation over the initiative, coupled by the optimism in meetings with us of highly-placed CHP leaders, such as Kemal Kilicdaroglu and Hakki Suha Okay, suggest that CHP support may still be in the cards, but perhaps at the high price of the general lifting of Parliamentary immunity or concessions over ambiguities in procedures for presidential elections to be held in 2012.

Elçiliğimiz zaten, terrörle mücadelede son gelişmeler hakkında bir brifing istemişti; bu brifingde genel olmasına rağmen, Türkiye’nin terrörle mücadele öncelikleri hakkında çok etraflı bilgiler verildi. Ergenekon, brifingin en aydınlatıcı bölümü idi. Emniyet, devam eden dava yüzünden soruşturmanın ayrıntılarına giremedi fakat davanın genel görünümü, savcının iddaaları, ve Ergenekon’un iddaa edilen örgütlenmesi hakkında bilgi verdi.

Yavuz, bundan bir ‘darbe nasıl hazırlanır ve haklı gösterilir’ in “araştırma konusu” olarak çıktığını söyledi. Yavuz, dairesinin mahkemeden “birkaç ay içinde”, davanın ve dolayısı ile soruşturmanın terrörle mücadele mi yoksa organize suç olarak mı devam edeceği konusunda kritik bir “ara-karar” beklediğini bize söyledi. Karar ne olursa olsun, soruşturma ve davanın görülmesinin İtalya’daki on yıl süren ve hakkında Ergenekon’la ilişkili soruşturma yapılanlardan çok daha fazla sayıda kişi bulunan Gladio davası gibi çok uzun bir süre devam edeceğini tahmin ediyor. Mahkeme, ileride, gerektiğinde başka “ara-karar”lar alabilir. Yavuz’u sıkıştırdık, ne dersin: yaygın rivayetletlere göre Ergenekon soruşturmaları AKP karşıtlarını hedefliyor ve şüpheli kanıtlara dayanıyor. On may 29, the Embassy received a briefing on the Ergenekon investigation from members of the Turkish National Police (TNP) Counterterrorism and Intelligence Branches, headed by the Director of International Relations and Analysis Section, Ufuk Ersoy Yavuz. The Embassy had actually asked for a briefing focused on the latest counterterrorism developments, and we were given a sweeping, albeit general, overview of Turkey's CT priorities. Ergenekon was the most informative part of the brief. TNP could not go into details of the investigation because of the ongoing trial, but was able to give an overview of the case, the prosecution's allegations, and the alleged nature of the Ergenekon organization.



Yavuz called this a "case study" for how a coup could be prepared and justified. The TNP claims to have evidence proving that various parts of the organization were responsible for different roles: Veli Kucuk, for instance, was the ringleader for the wing responsible for fomenting chaos, whereas Dogu Perincek's Worker's Party (IP) was engaged in intelligence collection against potential targets.



Yavuz told us that his office also expects the court "within several months" to issue a crucial "sub-ruling" to determine whether the case, and therefore, the investigation itself, should continue under the rubric of counterterrorism or whether it should be reclassified as an organized crime case. Regardless of the decision, he predicts that the investigation and trial will continue for a long time, drawing a comparison to Italy's Gladio trial, which took a decade to resolve and encompassed many more people than are currently under investigation for ties to Ergenekon. The courts may make other "sub-rulings" as circumstances warrant in the future. We pressed Yavuz on widespread complaints that the Ergenekon investigation is targeting AKP opponents and is relying on dubious evidence. Yavuz acknowledged that the TNP is aware of the prevalent skepticism, but contended that the TNP simply provides its documentation to the prosecutors who then make the determination whether to proceed with arrests. He regretted that the TNP could not reveal immediately its evidence to the public, but said he was confident that when the evidence is eventually disclosed at trial, the public will be fully satisfied and all skepticism will vanish.
