Kuruluş ve Amaç

Anadolu’nun Genç Liderleri (AGL) Derneği Tuna Bekleviç, Aslı Yaman, Elif Gürsoy, Göksel Akman, Özen Demircan, İdris Kardaş, Burak Karapınar tarafından 2004 yılında kurulmuştur.

AGL Derneği gönüllüleri Güçlü Türkiye ideali çerçevesinde örgütlenerek toplum yararına bir iş üretmek, bir eylem planı içerisinde bulunarak ortak yaşama katkı sağlamak ve Türkiye’yi, Cumhuriyetimizin kuruluşunun 100. yıldönümü olan 2023’e hazırlayacak gençlerin ülke yönetimine katılmasını sağlamak amacı ile bir araya gelmiştir.

Dernek kuruluşu akabinde hızla teşkilatlanma çalışmalarına başlamış 2005 yılı başında Türkiye’nin tüm şehirlerine yayılmış bir şekilde 6.000 gönüllü sayısını aşmıştır. Türkiye’nin tüm şehirlerinde gerçekleştirdiği konferans, panel ve eğitim çalışmalarına ek olarak Amerika Birleşik Devletleri’nde Türkiye lobisini güçlendirmek hedefi ile ABD’de de 21 eyalette çalışmalar yapmıştır.

AGL’nin calışmalarına ve eğitimlerine katılan gençler tarafından Cumhuriyet tarihinin en genç siyasi partisi başta olmak üzere, tüm ülke çapında onlarca sivil toplum örgütü kurulmuştur.

2008 yılında yapılan genel kurul sonrasında dernek yönetimine Tuna Bekleviç, Mahir Toprak, Göksel Akman, Leyla Erdoğan, Nihan Eroğlu seçilmiş, Denetleme Kurulu’da İdris Kardaş, Aslı Yaman ve Elif Gürsoy’dan oluşmuştur.

Anadolu’nun Genç Liderleri (AGL) Derneği 2008 çalışma döneminde Türkiye’de demokratikleşme sürecinin irdelenmesi, ayrımcılığın azaltılması, bir arada yaşamın desteklenmesi ve toplumsal katılımcılığın teşvik edilmesini hedefleri önceliğine almıştır.

Dernek 2009 yılı Ocak ayında ismini değiştirerek “Toplum ve Demokrasi Derneği” ismini almıştır.

Erivan’a gerçekleştirdiğimiz dört günlük ziyaret beklentilerimizin çok üzerinde bir verimle gerçekleşti. Kırka yakın sivil toplum kuruluşu ile gerçekleştirdiğimiz bire bir görüşmeler sonrasında Türkiye ve Ermenistan arasında çeşitli projelerin gerçekleştirilebileceği bir platform oluşturulması üzerinde görüş birliğine varıldı. Haziran ayının sonlarında ilki İstanbul’da gerçekleşecek olan Yurttaş Diplomasisi çalıştayları yanısıra, stajyer değişim programları, Türkiye-Ermenistan Sivil Toplum Portalı’nın oluşturuluması, Ortak Tatlar başlığı altında kültürel ve sportif etkinliklerin düzenlenmesi, ve akademik değişim programlarının yapılmasını öngören çok sayıda projenin Türkiye ve Ermenistan merkezli Sivil Toplum Kuruluşlarının ortaklıkları ile gerçekleştirilmesi konusunda görüş birliğine varıldı.

Birbirine bu kadar yakın iki toplumun bugün yaşamakta olduğu iletişimsizlik durumu bizleri bu projeyi hayata geçirmeye itti. Türkiye ve Ermenistan toplumlarının ortaklaşa atacağı adımlar ümit ediyoruz ki kısa ve orta vadede iki ülke hükümetlerinin son yıllarda yaşanmakta olan normalleşme sürecini hızlandırmasına katkıda bulunacaktır. Bu sayede ikili ilişkilerin gelişmesi üçüncü ülkelerin ve grupların etkisinden hasar görmeyecektir.

Türkiye ve Ermenistan’dan Sivil Toplum Kuruluşlarının oluşturacağı “Türkiye ve Ermenistan için Ortak Gelecek Platformu Konseyi” her iki ülkeden de EŞİT sayıda temsilci ile oluşturulacaktır. Bu sayede gerçekleştirilecek olan projelerin gerçek sahiplerinin Türkiye ve Ermenistan toplumları olması mümkün olacaktır.

Toplum ve Demokrasi Derneği olarak Ermenistan’daki Sivil Toplum Kuruluşarına yaptığımız çağrımıza çok güçlü bir evet sesi ile karşılık verilmiştir. Bu sese kulak verecek olan tüm dostlarımızın Türkiye-Ermenistan ilişkilerinin geliştirilmesi yolunda atacağı adımlar sonsuz öneme sahiptirler.

The Common Future for Turkey and Armenia Platform has been initiated by the Society and Democracy Association and Armenian NGO’s. The Platform aims to bring the people of Armenia and Turkey together and empower the ongoing normalization process through joint projects.

Multi-Track Diplomacy Workshops
This project proposal is to promote a Multi-Track Diplomacy initiative to be implemented by The Society and Democracy Association in Turkey in partnership with the Analytical Centre on Globalization and Regional Cooperation in Armenia. The aim of the project is to organize Multi-Track Diplomacy workshops in Turkey and Armenia successively to influence the decision making process in the two countries in favor of the ratification of the signed protocols by the national parliaments of Turkey and Armenia, also the opening of the common border. The two five-day workshops are to be held in Istanbul and Yerevan in 2010 summer. It is expected that the workshops will promote peaceful efforts to influence the decision making process in Turkey and Armenia in favor of empowering the relations between these two neighbor countries. The first leg of the workshops is planned to be held between 21-26 June 2010 in Istanbul. The date of the second workshop which will be in Yerevan is to be announced.

Part 1: The Conflict Assessment

The long lasting conflict between Turkey and Armenia has its unique structure. There is no diplomatic relations between the states, and the perceptions are very hostile among the societies while the two nations had enjoyed a thousand year old common history. It is noteworthy that the Armenians in the Ottoman Empire have been existed with welfare and peace, but the nationalism trend was so dominant in the dissolution period of the empire in the early twentieth century. The mutually rising nationalisms Turkish and Armenian nationalisms, planted the seeds of the conflict which we still suffer as the two nations, the Turks and the Armenians.

This project proposal aims nothing but the normalization of the relations between Turkey and Armenia, so we will not mention to the claims of the parties, but in order to give a brief background, we believe that a conflict assessment is necessary. The conflict between Turkey and Armenia has been on the agenda since the events occurred in 1914. The Armenian side claims that the Ottoman Empire had committed genocide in 1994. On the other hand, Turkey rejects the genocide accusations coming from the Armenian Diaspora, the Armenian republic since the 1991 and 17 countries who had recognized the 1914 events as “genocide”. Since the 1914 events constitute the background of the conflict, there are other primary issues between Turkey and Armenia.

The closure of the Turkey-Armenia border is one of the most important issues of the conflict. The border between Turkey and Armenia has been closed since April 1993, because of the emerged war on Nagorno-Karabakh between Armenia and Turkey’s ethnic ally Azerbaijan. The closed border had caused Armenia to suffer economically, because Turkey is the only country which is able to connect Armenia to Europe. Armenia is a landlocked country, with its borders with Turkey and Azerbaijan closed and connected to European markets via expensive routes through Georgia and Iran. As a result of isolation of Armenia, the economical development of the country is heavily handicapped[1]. It is estimated that “within a year of the opening of the border, modest 0.67% increase in GDP, generating an increase in real wage rate of 0.28% and the creation of around 1,500 jobs will be sustained[2] It is clear that the opening of the Turkish-Armenian borders will have great economical impacts not only for Armenia, also for Turkey. The opening of the border is an essential step towards the transforming the Turkish-Armenian conflict.

In order to understand the conflict between Turkey and Armenia, it is essential to address the parties. Turkey has been one of the primary parties and the Armenian part of the conflict had been consisted by two parties. The Armenian Republic and the Armenian Diaspora constitute to Armenian side of the conflict. In this paper I will define both the Republic of Armenia and the Armenian Diaspora as the primary parties and the Republic of Turkey as the other primary party of the conflict. On the other hand there are also secondary parties to the conflict. The conflict on Nagorno Karabakh had brought Azerbaijan and Armenia against each other and Turkey as the ethnic ally of Azerbaijan took side against Armenia. Like the secondary party role of Turkey in the Nagorno-Karabakh conflict, Azerbaijan has been supporting Turkey and keeping its secondary party role. If we have a look at to the Armenian side, the pro-Armenian secondary parties to the conflict are more in quantity. Having known that there are 17 countries have recognized the 1914 events as genocide, these countries are also a secondary party to the conflict since the genocide issue remains as one of the major issues of the conflict between Turkey and Armenia.

The stages of the conflict between Turkey and Armenia need to be underlined by focusing on three different periods of time. The first period between 1975 and 1986 includes the ASALA existence and this period can be seen as the escalation of the conflict. The violence perpetrated by the Armenian terrorist organization ASALA against Turkey had created an environment in Turkish society that dehumanizes the Armenian people, as a party of the conflict. With the end of ASALA attacks against Turkish diplomats in 1986, the conflict between Turkey and Armenia remained without violence. The independency of Armenia was immediately recognized by Turkey as a gesture to its new neighbor. This recognition was welcomed optimistically by the Republic of Armenia. The two countries had enjoyed good relations until the emergence of Nagorno-Karabakh conflict. With the war emerged, Turkey closed its border with Armenia. Since 1993, there is no diplomatic relations between Turkey and Armenia as well as the border is still closed.

The Justice and Development Party had won the general elections on 3rd November 2002. The foreign policy of the ruling party has been different than then its successors. The ruling party had promoted the principle of “Zero problems with the neighbors“ in which they have asserted that Turkey has become a key country, emerging from its position, which urges Turkey to empower her relations with the regional states. It is clear that the foreign policy of Turkey believed to be coming from its geopolitical and geostrategic position. According to the new foreign policy approach, Turkey can become a regional as well as a global actor. As part of this vision, the government has pursued a policy of ending its long-term conflicts with its neighbors, mainly in the Middle East.[3] This new policy has been also supporting the European Union accession process. The motivation for European Union full membership has been visible via the efforts of the Minister for European Union Affairs / Chief Negotiator, Mr. Egemen Bağış. The civil society has been more active in the negotiation process with the European Union, which it has never been before. In accordance to this new foreign policy, Turkey has been working on to empower her relations with region states, including Armenia. Turkey and Armenia have been negotiating with the facilitation of Swiss government and they had signed the protocols aimed to improve the bilateral relations.

The governments of Armenia and Turkey had signed protocols in Zurich on 10th October 2009 that aimed to normalize their relations. The main featured of the protocols are to “desire to establish good neighborly relations and to develop bilateral cooperation in the political, economic, cultural and other fields for the benefit of their peoples, as envisaged in the Protocol on the development of relations signed on the same day, emphasize their decisions to open the common border, affirm their willingness to chart a new pattern and course for their relations on the basis of common interests, goodwill and in pursuit of peace, mutual understanding and harmony, and agree to establish diplomatic relations as of the date of the entry into force of this Protocol accordance with the Vienna Convention on Diplomatic Relations of 1961 and to exchange Diplomatic Missions[4]. The signing ceremony had came more than a month after Armenia and Turkey announced they had agreed to start six weeks of “internal political consultations” on two protocols aimed at establishing diplomatic and bilateral relations. The Swiss-mediated peace deal believed to be able to open the border between the countries, which has been closed since 1993.[5] The protocols are the most recent and strong attempt to transform the deep-rooted conflict between Turkey and Armenia. According to the protocols the border between Turkey and Armenia will be opened within two months after the entry into force of the protocols.[6] In order to put the protocols into force, the national parliaments should ratify the protocols. We are hopeful that the ratification of the protocols will bring de-escalation stage and led the parties reach reconciliation.

Since there is a lack of diplomatic relations between Turkey and Armenia, we believe that the civil society has a crucial role in the normalization of the relations between two countries. The extreme groups are not likely to contribute to these efforts, so the moderate people should take initiative to influence the decision makers to ratify the protocols. The Multi-Track diplomacy as an intervention is the most feasible intervention in this type of a conflict, where the people have no direct communication from both parties. Since there are traumas experienced by both parties, it is essential to build dialogue between people. In order to reconcile the two societies, there are important steps need to be taken. The governments have their road map and the protocols are waiting to be ratified. In addition to governmental initiatives, which can be named as Track 1 diplomacy, the people of both societies can contribute to the peace building process via Track 2 diplomacy. The second track diplomacy had initiated from the 1960s by scholars and diplomats such as Herbert Kelman, John McDonald, John Burton and other figures, we see that second track diplomacy is increasingly recognized as an essential component in conflict transformation. It supposed to promote a shift from mutual hostility to development of a self-sustaining democratic culture[7]. In the conflict between Turkey and Armenia, it is obvious that Multi-Track diplomacy is the most feasible step to reach reconciliation.

Part 2: Common Future for Turkey and Armenia

Since the project aims to build bridge between Turks and Armenians, it is expected that the project will contribute to the efforts to empower the relations between Turkey and Armenia. It is obvious that the opening of the common border will enhance the opportunities for a new common future between Turkey and Armenia. The conflict between Turkey and Armenia is a deep-rooted conflict and has been hurting the parties since 1970s. Neither party can contend with the other party since the political nor have economical resources been exploded by the parties. Turkey as a country willing to be a regional power has to maintain good neighbor relations with the regional states. The empowered relations of the two countries would contribute to Turkey’s aimed regional power position On the other hand; Armenia has been suffering economically from the closed border since 1993. The current stage of the conflict can be seen as a mutually hurting stalemate. The extreme groups should be marginalized and moderate people should lead the peace building process. To stabilize the south Caucasus region, cooperation is more needed between Turkey and Armenia, instead of competition. While the governments are working on to empower their relations, the people of Turkey and Armenia have lots to do. Transforming the conflict and reach reconciliation between people is only possible by building bridges.

The ratification of the protocols will contribute to Turkey’s European Union accession process directly. The normalization of Turkey’s relations with her neighbors will definitely change the negative perceptions of the people who are against the idea of Turkey’s full membership to the European Union. Given the fact that the importance of the Armenian Diaspora in some European countries, the mutually beneficial relations between Turkey and Armenia will create a competitive advantage to the people who are in favor of Turkey’s membership to the European Union.

Armenia as a landlocked country, it is obvious that the usage of Turkish ports is extremely crucial for the countries international trade. As the border has been closed since 1993, the operational costs for Armenian companies are too high for export. A common future for Turkey and Armenia has multi-sector effects, and the foreseen rise of Armenian existence in the international market depends on the opening of the closed border.

Part 3: Project Structure

The aim of The Society and Democracy Association with the partnership of the Analytical Centre on Globalization and Regional Cooperation in Armenia is to break stereotypes and build bridges between Turks and Armenians to contribute to a common future for the two nations. It is expected that these workshops will have an impact on the national parliaments to ratify the signed protocols between Turkey and Armenia. Since we are active in civil society in our countries, we see that there is a huge demand from the people who have been supporting the peaceful initiatives, to create a platform to build trust, skill, and consensus among the people.

The Center for International Development and Conflict Management at the University of Maryland, and the most experienced facilitators, Dr. John Davies and Dr. Edy Kaufman will be invited to facilitate the multi-track diplomacy workshops.Also the Department of Conflict Analysis and Resolution at the Istanbul Sabancı University will be the co-facilitators of the workshops. Since the project aims to bring people together, 15 participants from Turkey and Armenia, who do not have any governmental title, will be selected and invited. The variety of the participants should present their own societies and they have to have the potential to influence the decision making process in their countries. They will be journalists, activists, student leaders, NGO leaders, academicians, and business people. The diversity of the participants from both parties will contribute to the efficiency of the workshops.

As the issues have been presented in this proposal, it should be expected that the ratification of the signed protocols will be the major issue in respect to the opening of the common border. It is essential that the 1914 oriented historical debates constitute a huge part in the conflict, but the fragility of the issue forces us to leave it out of the agenda of the workshops. We believe that, we as a part of civil society should focus on future, not to the past. So, these workshops will focus on the opening of the common border and to start diplomatic relations between two countries, Turkey and Armenia.

People are being affected by the policies of their states. The hostility and the image of the enemy have been created by the interest-based policies of the states. This time we as the people will influence the attitudes of the states through need-based approach. The people in Turkey and Armenia need a peaceful cooperation, not a hostile competition. It is important to solve problems jointly to address current issues and needs, to create a better future.[8] In this perspective the participants will be selected with the idea to bring “partners in peace building”.

The workshops will be facilitated by the “ARIA” methodology. The “ARIA” approach was designed by Jay Rotham in 1997[9]. The manual of the ARIA approach will be followed during the workshops. As the general coordinator of the project has a certificate from the The Center for International Development and Conflict Management at the University of Maryland, on “the Multi-Track Diplomacy: Transforming Violent Conflicts”, the exercises and the activities of the ARIA approach will be implemented. It is clear that the participants will need to have an open dialogue with the other participants in order to focus on the conflict between their countries. This getting to know each other type of exercises will create a suitable environment beforehand. The three parts of the workshops will be organized with the order of;

  • Trust Building
  • Skill Building
  • Consensus Building

Having said that the trust building and the skill building activities will be implemented from the manual of the ARIA methodology, it will be an advantage for the project since there is a great resource on how to conduct the workshops. Manual is inside the book titled “Second Track/Citizens’ Diplomacy” written by the co-directors of the Center for International Development and Conflict Management at the University of Maryland, Dr. John Davies and Dr. Edy Kaufman. As the project aims to build bridges between Turks and Armenians through Multi-Track Diplomacy workshops, a consensus to be reached at the end of the workshops is important in order to influence the decision making process. The participants are expected to reach a consensus on the necessity to pressure their governments to ratify the signed protocols between Turkey and Armenia, and to advocate the importance of the opening of the common border. These major outcomes are the goals of this project and other side outcomes, such as annual meetings and fostering exchange programs among youth and professionals are also expected from the implementation of the project. The need of a common future for Turkey and Armenia will be addressed at the end of the workshops. In order to shift to a common future for the two countries, some confidence building measures are expected to be addressed.

It is necessary to have a specific integrative outcome from the workshops in order to have a successful project. A joint declaration written by the participants from Turkey and Armenia will present the idea of the participants for the common future for the two countries. Taking account of the importance of the internet, building a network is inevitable for the project. A website is to be launched under the domain of http://www.common-future.com to promote discussion forums, information, and related documents. An E-Mail list will be created to foster communication between participants in the post-workshops period to exchange latest updates in their processes in their countries to influence the decision makers. Also a Facebook group will be created for the participants who are willing to share their photos, memories, and emotions with the public.

The post-workshop process is as important as the workshops itself. The staff of the project in Turkey and in Armenia will carry on the evaluation, re-entry, and the longer-term constructive engagement by participants. Having said that the project aims to contribute to the efforts to empower the relations between Turkey and Armenia, the sustainability of the workshops is crucial. The staff of the project in Turkey and Armenia will have the task of evaluation through telephone and e-mail conversations.

The nature of Multi-Track Diplomacy requires transferring the outcomes from second-track initiatives to first-track diplomacy. It is expected that the workshops will influence the national governments, parliaments, and the pressure groups in favor of empowering the relations between Turkey and Armenia, with the ratification of the protocols and the opening of the common border. As the project aims to influence the decision makers via participants, a change in the understanding of the participants among the other participants are also expected to change as a result of open dialogue and communication as a result of the workshops. The stereotypes and the prejudices are an obstacle against a common future for Turkey and Armenia.

The evaluation of the workshops is one of the most important areas of our project. In order to transform this initiative into a sustainable peace building platform, a well focused evaluation is crucial. The change in the attitudes of the participants and the efficiency of the participant’s efforts to influence the process in their countries will show us the success of the project.

Joint Project: Global Citizen (Dünya Vatandaşlığı)

Global Citizen

The purpose of the project is that the participants through cooperation will get an opportunity to establish some of the cross-border citizen-to-citizen contacts that are vital for our common future and a more globalised world.

At the same time the participants will create results that other citizens in Denmark, Turkey the EU and the rest of the world can utilize.

Joint Project: Global Citizen

The purpose of the project is that the participants through cooperation will get an opportunity to establish some of the cross-border citizen-to-citizen contacts that are vital for our common future and a more globalised world.

At the same time the participants will create results that other citizens in Denmark, Turkey the EU and the rest of the world can utilize.

New Europe:

New Europe is a centre-left organisation that works towards a strong and democratic EU. We view the EU as an important tool in the fight for a globalisation with a human face.

New Europe is based in Denmark but we are always working to expand our network across country borders. The key issue is that centre-left parties and organisations, to a much larger degree than today, start joining forces both in Europe and the rest of the world.

All who share the fundamental views of New Europe, with regards to more democracy and more centre-left policy in Europe and the rest of the world, can bemome members.

Center for International Private Enterprise (CIPE) / U.S.


Joint Project:

Women’s Entrepreneurial School (2007) (Partners: CIPE)

Training program for women entrepreneurs and businesswomen. In this project the businesswomen and women organizations give lecture to the women to gain entrepreneurial spirit.

The aim of the Women’s Entrepreneurial School Project is to increase the awareness of the experience and participation to the business life of the women working at different SMEs. They are the Women Entrepreneurs who manage their own companies and/or managers at SMEs.

40 entrepreneurs of this school between the ages of 25 to 40 will have a 1,5- month training program and lectures will be given by the academicians, opinion leaders in the sector and business leaders. Program will be a voluntary based project.

CIPE:

The Center for International Private Enterprise (CIPE) strengthens democracy around the globe through private enterprise and market-oriented reform. CIPE is one of the four core institutes of the National Endowment for Democracy. Since 1983, CIPE has worked with business leaders, policymakers, and journalists to build the civic institutions vital to a democratic society. CIPE’s key program areas include anti-corruption, advocacy, business associations, corporate governance, democratic governance, access to information, the informal sector and property rights, and women and youth. CIPE programs are supported by the National Endowment for Democracy, the U.S. Agency for International Development, the Middle East Partnership Initiative, and the U.S. Embassy in Iraq Office for Private Sector Development.

Analytical Centre on Globalization and Regional Cooperation (ACGRC) is a non-governmental organization based in Yerevan and was established in 2002.

Kadın Girişimcilik Okulu

İstanbul ve çevre illerde bulunan KOBİ’lerde çalışan yönetici pozisyonunda ve/veya kendi işini yöneten girişimci kadınların iş dünyasındaki bilgi ve deneyimlerinin yükseltilmesi ve bu yolla özel sektörde kadın katılımcılığının artırılmasını amaçlayan girişimcilik okuludur.

2009 yılında ikinci dönem mezunlarını verecektir.


Dünya Vatandaşı Projesi

Avrupa Komisyonu’nun 2008 yılını Avrupa Kültürlerarası Diyalog Yılı ilan etmesinin ardından, Toplum ve Demokrasi Derneği’nin öncülüğünde ve Kopenhag’dan Avrupa Birliği küreselleşme politikaları konusunda uzman New Europe adlı sivil toplum örgütüyle beraber, hem üniversiteli gençlere diyalog fırsatını sağlayacak hem de dünya vatandaşı olma konusunda toplumun önünü açacak bir proje gerçekleştiriliyor.

2008 Yılı Temmuz ayında başlayan ve Avrupa Birliği-Türkiye mali işbirliği çerçevesinde 12 ay boyunca desteklenecek “Dünya Vatandaşı/Global Citizen” projesinde, İstanbul ve Kopenhag’da düzenlenen seminerler, çalıştaylar, kültürlerarası buluşmalar, paneller ve basın konferansları aracılığıyla; global-citien Türkiye’nin Avrupa Birliği ile bütünleşme sürecinde bugüne kadar diyalog eksikliği yüzüden gelişen sorunlar karşısında Türkiye ve Danimarka kamuoyunun farkındalığının artırılması hedeflenirken, bir taraftan da projeye katılacak iki ülkeden 30 öncü gencin oluşturacağı inisiyatifle Avrupa Birliği’nin küresel politikalarına çözüm önerileri getirilirip, küreselleşme bağlamında değişen vatandaşlık modeli tanıtılacak. Aynı zamanda Global Citizen Projesi kapsamında İstanbul’da 7 gün sürecek ‘Kültürlerarası Buluşma’da alt çalışma kollarına katılan gençlerden oluşan bir grup, Kopenhag’daki ‘Kültürlerarası Diyalog Semineri’ne katılmıştır.

Danimarkalı Gençler İstanbul’da

Toplum ve Demokrasi Derneği’nin “Evrensel Vatandaş” projesi kapsamında İstanbul’daki faaliyetleri Şubat 2009’da gerçekleştirilmiştir. Projenin bu ayağında İstanbul’da bir hafta süren çalışmalar yapılmıştır. Bu çalışmalara Danimarka’dan 15 öğrenci ve Proje sorumluları ile Türkiye’den 15 öğrenci ile yine proje sorumluları katılmıştır.

Bir haftalık çalışmalar neticesinde iki ülke gençlerinin ortak amacı Global Citizen (http://www.globalcitizen.net/ ) internet sitesine veri girişi yaparak sitenin alt yapısını oluşturmak olmuştur. Ayrıca iki ülke gençlerinin birbirlerinin kültür yapılarını daha iyi anlayabilmeleri ve “Evrensel Vatandaş”lık unsurunun daha iyi kavranabilmesi için Türkiye’den Emre Kocaoğlu, Prof. Murat Belge, Özlem Dalkıran gençler ile 2’şer saat bir araya gelerek “Evrensel Vatandaşlık Nedir?”, “Türkiye’nin tarihi ve siyasi yapısı” üstüne sohbet gerçekleştirmiştir.

Son olarak Türkiye’ye misafir olarak gelen Danimarkalı 15 gence Türk gençlerin de katılımıyla İstanbul gezdirilmiştir.

Toplum ve Demokrasi Derneği’nin Danimarka Temasları

Toplum ve Demokrasi Derneği’nin yürüttüğü Evrensel Vatandaş projesinin Danimarka’daki faaliyetleri ise Mayıs 2009’da gerçekleştirilmiştir. Türkiye’den Danimarka’ya giden 15 gencin 3 günlük ziyaretleri neticesinde iki ülke gençleri ortak bir kültürde; Evrensel Vatandaşlıkta buluşmuşlardır. Danimarka’yı ziyaret etme fırsatı da bulan 15 Türk genci ülkenin tarihi yapısı ve tarihi eserleri hakkında da bilgi sahibi olma fırsatı yakalamıştır.


Demokrasi Kuşağı Yaz Okulu Projesi

Toplum ve Demokrasi Derneği” Turkiye’de demokratikleşme sürecinin irdelenmesi, ayrımcılığın azaltılması, bir arada yaşamın desteklenmesi ve toplumsal katılımcılığın teşvik edilmesi temalarıyla 2006 yılında “Demokrasi Kuşağı Yaz Okulu” projesine başlamıştır.

Toplum ve Demokrasi Derneği” bünyesinde 2006 yılından bu yana gerçekleştirilen eğitimlerde demokratikleşme mücadelesini Türkiye’nin geleceği olan gençlere aktarmak ve demokratikleşme mücadelesine ortak olacak cesur gençleri keşfetmek amaçlanmaktadır.

Mezunlar

Demokrasi Kuşağı” okulu bugüne kadar 4 dönemde toplam 160 mezun vermiştir.

Mezunlar birçok farklı sivil toplum kuruluşlarına üye olmuş; bazıları yeni sivil toplum örgütleri oluşturmuşlardır. Kendi siyasi düşüncelerine göre farklı siyasi partilerde görev alan mezunlar olduğu gibi bazıları yeni siyasi partilerin kurucuları dahi olmuşlardır. Mezunların bir kısmı da iş dünyasında ilerlemeyi tercih etmişler ve çeşitli kuruluşlarda yönetim kademelerine kadar yükselmişlerdir.

2006, 2007, 2008 ve 2009 dönemlerinde her biri kendi alanlarının uzmanı 47 eğitimci yaz okulunda “Demokrasi Kuşağı”na katılmaya hak kazanan şanslı gençlerle ile bir arada olmuştur.


Uluslararası Barış ve Demokrasi Forumu Projesi

Uluslarası Barış ve Demokrasi Forumu hükümetlerden bağımsız olarak 2006 yılında anti demokrat uygulamalara karşı sivil taktikler geliştirmek için kurulmuştur.

Çeşitli ülkelerden gelen siyasi parti yöneticilerinin ve sivil toplum örgütlerinin temsilcilerinin iştirak ettiği forumun seçilmiş genel sekreterliğini Toplum ve Demokrasi Derneği Yönetim Kurulu Başkanı Tuna Bekleviç yürütmektedir.

IFFDP’nin ilk genel kuruluna 42 ülkeden 74 katılımcı iştirak etmiştir. Forumun üçüncü genel kurulunun İstanbul’da gerçekleştirilmesi için derneğin çalışmaları devam etmektedir.

IFFDP’nin tüm Dünya’dan üyeleri bulunmaktadır.




Eğitimciler (Terbiye Ediciler)

Prof. Mehmet Altan

2006, 2007 ve 2008 yıllarında yaz okulu programında “Demokrasi Kuşağı” ile bir araya gelmiştir.

Mehmet Altan Ocak 1953′de Ankara’da doğdu. İlk, orta ve lise öğrenimini İstanbul’da tamamladı. 1979 yılında İstanbul İktisadi Ticari İlimler Akademisi’nden mezun olduktan sonra 1979 yılında Lisansüstü ve doktora eğitimi için Fransa’ya gitti.

Paris I. Pantheon Sorbonne Üniversitesi’nde, Türkiye-IMF ilişkilerini inceleyen çalışmasıyla 1980 yılında uzman, Türkiye’nin ABD ve SSCB ile ilişkilerini inceleyen teziyle de iktisat doktoru unvanı aldı.

Yüksek öğrenimi sırasında özel bir şirkette ve Türk Haberler Ajansı’nda çalıştı. Doktora eğitimi sırasında ise çeşitli gazetelerde yazılar yazdı. Cumhuriyet Gazetesi’nin Paris muhabirliğini yaptı. 1985 yılında Paris’te yazdığı denemeleri Kanatlı Karınca adlı kitapta topladı. Akademi Kitabevi Deneme Ödülünü alan bu kitaptan sonra, tezinden esinlenerek yazdığı Süperler ve Türkiye adlı bilimsel çalışması yayımlandı.

1984 yılında Türkiye’ye döndükten sonra Türkiye Şişe ve Cam Fabrikaları A.Ş.’de planlama uzmanı olarak çalıştı. 1986 yılında İstanbul Üniversitesi İktisat Fakültesi’ne yardımcı doçent olarak girdi. 1987’de doçent, 1993’de profesör oldu. Mehmet Altan halen İstanbul Üniversitesi İktisat Fakültesi İktisat Politikası Anabilim Dalı’nda öğretim üyeliği görevi yanı sıra, Star Gazetesi’nde köşe yazılarına devam etmektedir.


Prof. Süheyl Batum

2006, 2007 ve 2008 yıllarında yaz okulu programında “Demokrasi Kuşağı” ile bir araya gelmiştir.
Prof. Dr. Süheyl Batum Bahçeşehir Üniversitesi Hukuk Fakültesi Öğretim Üyesi ve Vatan Gazetesi yazarı[1]. 1955 yılında Istanbul’da doğdu.

Orta ve Lise öğrenimini (1966-1975) Galatasaray Lisesinde tamamladı.

1979 yılında Paris I Panthéon – Sorbonne Üniversitesi Hukuk Fakültesini bitirdi. 1980’de İstanbul Üniversitesi’de Anayasa Hukuku kürsüsünde asistanlık yapmaya başladı. 1985 yılında “Siyasal Katılma Aracı Olarak Referandum” konulu tezi ve ‘pekiyi’ derecesiyle doktor, 1990 yılında “Avrupa İnsan Hakları Sözleşmesi ve Türk Anayasal Sistemine Etkileri” başlıklı teziyle doçentlik unvanını aldı.

1996 yılında “Avrupa İnsan Hakları Anlaşması ve Türkiye üzerine Etkileri” isimli teziyle Galatasaray Üniversitesi Hukuk Fakültesi’nde Profesör unvanını aldı.

Galatasaray Üniversitesi’nde 1997-2000 yılları arasında İletişim Fakültesi Dekanlığı ve 2000-2003 yılları arasında Bahçeşehir Üniversitesi Hukuk Fakültesi Dekanlığı görevini üstlendi. 2003 yılından 2007 yılına kadar Bahçeşehir Üniversitesi Rektörlüğü görevini yapmıştır.

Halen, Bahçeşehir Üniversitesi Hukuk Fakültesi’nde öğretim üyeliğine devam etmektedir.

Batum ayrıca Vatan Gazetesi ve Uluslararası Hukuk ve Politika Dergisi (UHP) yazarlığı da yapmaktadır.


Prof. Şahin Alpay

2006 yılı yaz okulu programında “Demokrasi Kuşağı” ile bir araya gelmiştir.

1944 yılında Ayvalık’ta doğdu. Sabiha ve Ahmet Alpay’ın oğlu. Kendi ifadesine göre ataları 1923 sonrası mübadele safhasında Serez ve Midilli’den Türkiye’ye göçetmişler. 1961-62 eğitim yılında AFB bursu ile bir sene ABD’de lisede okudu. Robert Lisesi’nde ve AÜ SBF’de okudu.

Gençlik yıllarında Doğu Perinçek liderliğindeki gizli örgüt, Türkiye İhtilalci İşçi Köylü Partisi’nin ilk kurucu çekirdeği içinde yer aldı. Şimdi liberal.

Stockholm Üniversitesi’nde doktora yaptı. 1982 yılında Cumhuriyet gazetesinde yazarlığa başladı, Sabah’ta devam etti. Uzun yıllar Milliyet gazetesinde yazdı ve Entelektüel Bakış sayfasını yönetti. CNN Türk’te aynı adlı haftalık programı yönetti. Zaman gazetesinde yazıyor. İngilizce ve İsveçce biliyor. Evli ve iki çocuk babası.


Şanar Yurdatapan

2008 yılı yaz okulu programında “Demokrasi Kuşağı” ile bir araya gelmiştir.

Müzisyen (besteci, söz yazarı, düzenleyici) ve İnsan Hakları savunucusu Şanar Yurdatapan, 1941 yılında Susurluk’ta doğdu. (Babası emekli korgeneral Daniyal Yurdatapan). 1958 yılında İstanbul Üniversitesi Fen Fakültesinde kurdukları “Kuyrukluyıldızlar Vokal Topluluğu”nda amatör olarak başlayan müzik, daha sonra mesleği haline geldi. 1965 yılında M. Ali Aybar’ın başkanı olduğu Türkiye İşçi Partisi’ne kaydoldu ve partinin parçalanışına kadar üyesi olarak çalıştı.

1971 yılında tekrar İstanbul’a yerleşti. Attila Özdemiroğlu ile ortak olarak, Türkiye’nin ilk müzik yapım firması ŞAT Yapım’ı kurdular. 8 yıl kadar süren bu verimli dönemde besteci, söz yazarı ve arranjör olarak tanındı. Yüzden fazla yapıta bu kimliklerle imza attı.

1974 yılında müziklerini yaptığı “Arkadaş” filminin baş oyuncusu Melike Demirağ ile evlendiler. 1981′de Kıbrıs’ta düzenlenen “Türk, Yunan ve Kıbrıs Filmleri Dostluk Şenliği”ne birlikte katıldılar ve bu nedenle askeri cunta tarafından “Yurda dön” çağrısı aldılar, dönmeyince de yurttaşlıktan çıkarıldılar. Bu zorunlu sürgün 12 yıl sürdü. Türkiye için demokrasi mücadelesiyle dolu bu yıllar boyunca, Newyork’tan Moskova’ya, Mexico City’den Sydney’e kadar, dünyanın her yanını dolaştılar. Konserler verdiler, toplantılara katıldılar.

1991 seçimleri sonunda gerçekleşen hükümet değişikliği, onlara dönüş yolunu açmıştı. Ama Şanar Yurdatapan, daha vatan hasretini gidermeye bile fırsat bulamadan, tanık olduğu bir işkence olayını kamuya açıklamaya kalkıp, bunu sağlayabilmek için düzenlediği basın toplantısında kafasını usturaya vurdurunca tekrar lanetlendi. (O yıllarda sporcuların ve genç iş adamlarının kafalarını usturaya vurdurmaları henüz moda olmamıştı)

1995 Ocak ayında Yaşar Kemal’in DGM’de yargılanması büyük bir tepki doğurmuştu. “Düşünce Suçu’na Karşı Girişim” başlatıldı. Yurdatapan, bu girişimin yürüttüğü ve hala devam eden sivil itaatsizlik eyleminin sözcüsü oldu.

1996 Ocak ayında, ülkede süren “adı konulmamış savaş”a son vermek amacıyla oluşturulan “Barış İçin Bir Araya” girişiminin de sözcülüğünü üstlendi. İnsan hakları ihlallerini saptamak ve kamuya duyurmak için savaş bölgesine çok sayıda gözlem heyeti yollandı. Bu çalışmaların doğal sonucu olarak 1997 sonbaharında ve 1998 Nisanında tutuklanan Yurdatapan, her seferinde ilk celsede serbest bırakıldı, sonra da beraat etti.

Ancak “Düşünce suçu” nedeniyle 2000 yılında 2 ay hapse mahkum edilince, bu cezayı, gönüllü olarak Kartal Özel Tip Cezaevinde, çok tartışılan izolasyon hücrelerinden birinde geçirdi.

2006 yılına kadar, “Düşünceye Özgürlük” hareketinde 7 kitap 50’ye yakın “hepsi de suç sayılan yazıları içeren” kitapçık yayınlandı. Yeni Türk Ceza Kanununun 22 ayrı maddesinin tek tek çiğnendiği Düşünceye Özgürlük 1995 – 2005 kitapçığı için açılan soruşturma sürüyor, yeni Terörle Mücadele Kanununu çiğneyen kitapçık hazırlanmakta. Harekete aktif olarak katılanların sayısı ise 80 bini aştı.

Müzikler:

Şanar Yurdatapan’ın bir çok yapıtı arasında bugünün kuşaklarınca da tanınan şarkıların başında “Arkadaş” ve “İstanbul’da olmak” geliyor. Senfoni orkestrasının “Saz” a eşlik ettiği ilk yapıt olan ANATOLIA (Anadolu) ise ilk olarak 1985 yılında Köln WDR Radyo salonunda, 2 yıl sonra da Köln Flarmoni Orkestrası eşliğinde ünlü Flarmoni salonunda seslendirildi, WDR studyolarında kaydedildi.

Ödüller:

1975’te Yılmaz Güney’in “Arkadaş” filmine yaptığı müzikle Antalya Film Şenliği “Altın Portakal” ve 1993 yılında POP-SAV’ın düzenlediği “35 Yıl 35 Besteci” ödüllerini kazandı. 1980 yılında TRT Eurovision Şarkı Yarışmasında birinci olan “Peter Oil” adlı şarkının söz yazarı olarak verilen ödülü ise TRT’deki baskılar nedeniyle ve canlı yayında reddetti

Düşünce özgürlüğü için yaptığı çalışmalar nedeniyle İHD, MAZLUM-DER ve ÇGD’nin çeşitli tarihlerde verdikleri “Düşünce Özgürlüğü” ödüllerinin yanısıra, 2001 yılında Human Rights Watch (İnsan Hakları İzleme Örgütünün) Hellman-Hammett ve 2002’de “INDEX on Censorship”in verdiği “Best Circumvention of Censorship” (Sansürün tekerine en iyi çomak sokma) ödüllerinin de sahibi. Gene 2002 yılında Human Rights Watch’ın en büyük ödülü olan “Global Rights Defender” ödülüne layık görüldü, HRW’nin bir yıl süre ile dünyadaki üç “Monitor”undan biri oldu..

1995 yılında yayınlanan “Düşünceye Özgürlük” ve onu izleyen kitapcıklar, bu çalışmanın ilk 5 yılının anlatıldığı ve tüm yayınların bir kez daha tekrarlandığı “Düşünceye Özgürlük- 2000”, gene aynı yıl yayınlanan 77.663 yayıncılı “Düşünceye Özgürlük: Herkes İçin”, adı geçen yılları özetleyen “Düşünceye Özgürlük- 2001, 2002, 2003, 2004, 2005” (her biri, adını taşıdığı yılı izleyen yılın 23 Ocağında yayınlandı), Abdurrahman Dilipak’la birlikte yazdıkları “Kırmızı ile Yeşil / Yeşil ile Kırmızı”(2002), “Kırmızı-Yeşil Anılar” (2003), “Kırmızı-Yeşil Ortak Payda” (2004) dışında “Fatoş’un Günlüğü” (1998) adlı bir de mizah öyküleri kitabı var.


Pınar Eczacıbaşı

2006 yılında yaz okulu programında “Demokrasi Kuşağı” ile 2007 yılında “Kadın Girisimcilik Okulu”nda kadın liderlerle bir araya gelmiştir.

Pınar Eczacıbaşı, 1961 yılında İstanbul’da doğmuştur. New Hampshire Üniversitesi Mühendislik Fakültesi Kimya Bölümü mezunu olan Pınar Eczacıbaşı, Bogaziçi Üniversitesi’nde işletme (MBA) dalında yüksek lisans yapmıştır. Yüksek Lisans tez konusu “Aile şirketlerinin halka açılması yoluyla sermaye piyasalarına olan katkıları” üzerinedir.

Kariyerine finans sektöründe 1986 yılında Manufacturers Hanover Trust Company İstanbul’da başlamıştır. 1988 – 1992 yılında Tekstilbank’ta Muhabir İlişkiler Bölümü Müdürü olarak çalışmıştır. 1992-1998 yıllarında ING Bank N.V Barings Istanbul’da Genel Müdür Yardımcısı olarak çalışmıştır.

1999’dan beri kişi ve kuruluşlara finans ve yatırım danışmanlığı hizmetleri veren Pınar Eczacıbaşı halen dünyanın en büyük yatırım ve finans kuruluşlarından Schroder & Co Banque SA’nın Türkiye temsilciliğini yapmaktadır.

Pınar Eczacıbası, Türkiye’nin önde gelen sivil toplum örgütlerinden Genç Yönetici ve İşadamları Derneği (GYİAD) Yönetim Kurulu Başkanıdır. Ayrıca Türkiye Kurumsal Yönetim Derneği üyesi ve İstanbul Tarihi Eserleri Koruma Vakfı Kurucu üyesidir.


Dr. Can Paker

2006 ve 2007 yıllarında yaz okulu programında “Demokrasi Kuşağı” ile bir araya gelmiştir.

Nafiz Can Paker (d. 1942, İstanbul) Türk makine mühendisi, yönetici ve sivil toplumcu.

Paker, sırasıyla Robert Kolej, Berlin Teknik Üniversitesi, Yıldız Teknik Üniversitesi, Columbia Üniversitesi’nde öğrenci oldu. Yıldız Üniversitesi ve Columbia Üniversitesi’nde lisansüstü ve doktora yaptı. Columbia Üniversitesi’nden MBA sahibi oldu.

TÜSİAD, İstanbul Kültür ve Sanat Vakfı, TESEV gibi birçok sivil toplum kuruluşunun yönetiminde yer aldı. Robert Kolej Mütevelli Heyeti, Sabancı Üniversitesi Mütevelli Heyeti, ENKA Okulları Danışma Kurulu üyeliği gibi görevler üstlendi. Ayrıca George Soros tarafından kurulan Açık Toplum Enstitüsü Türkiye Danışma Kurulu üyeleri arasında yer alır ve danışma kurulu başkanıdır.

Paker uzun yıllar politika ile ilgilenmiş, bir dönem Deniz Baykal’ın danışmanlık görevini de üslenmiştir. Politik olarak liberal-demokrat çizgidedir.

Can Paker; Şişli Terakki Lisesi Yönetim Kurulu üyesi olan kuzeni Lütfü Paker’in kız kardeşi Mihriban Paker ile evlidir. Mehmet Barlas’ın gazeteci eşi Mecbure Canan Barlas kızkardeşidir.


Prof. Murat Belge

2008 yaz okulu programında “Demokrasi Kuşağı” ile bir araya gelmiştir.

Murat Belge, Türk yazar, çevirmen, öğretim üyesi ve siyasi aktivist (1943). Türkiye’nin en tanınmış sol-liberal aydınlarından biridir.

Ankara’da doğdu. İşadamı ve milletvekili Burhan Belge’nin oğlu, yazar ve diplomat Yakup Kadri Karaosmanoğlu’nun yeğenidir. 1966′da İstanbul Üniversitesi Edebiyat Fakültesi’nin İngiliz Dili ve Edebiyatı Bölümü’nü bitirdi. Aynı bölümde asistanlık ve doktora yaptı. Faulkner ve Joyce’den başarılı çeviriler yaptı. 12 Mart döneminde iki yıl cezaevinde kaldı. Bu dönemde Veli Küçük’ün Ziverbey köşkünde kendisine işkence yaptığını söylemiştir.

1974′te üniversiteye döndü. Doktora tezi Christopher Caudwell üzerinedir. Halkın Dostları (1970) ve Birikim (1975) dergilerinin kurucuları arasında yer aldı. Bu dergilerde sosyalist teori ve siyasete ilişkin yazılar yazdı. Fransız düşünürü Althusser’in görüşlerini savundu. 1980′de doçent oldu. 1981′de YÖK yasasının çıkmasından sonra üniversiteden ayrıldı.

Demokrat ve Cumhuriyet gazetelerinde yazılar yazdı. 1983′te Yeni Gündem dergisinin ve İletişim Yayınları’nın Genel Yayın Yönetmenliği’ni üstlendi. İletişim’in kısa sürede Türkiye’nin en başarılı ve güvenilir yayınevlerinden biri haline gelmesinde öncü rolü oynadı. Yeni Gündem dergisinde bir dönem Sadık Özben takma adıyla mizah yazıları yazdı. Ayrıca İstanbul’un tarihi bölgelerinde düzenlediği kültür turlarıyla tanındı; yemek ve mutfak kültürü ve geziye ilişkin kitaplar, gezi rehberleri ve popüler tarih kitapları yazdı. Radikal gazetesinde köşe yazarlığını 24 Mayıs 2008′e kadar sürdürdü. 1 Haziran 2008′de Taraf gazetesinde yazmaya başladı.

Belge halen, bir dönem uluslararası başkanlığını yaptığı Soros fonlarından destek alan Helsinki Yurttaşlar Derneği’nin Türkiye şubesi yöneticisi ve İstanbul Bilgi Üniversitesi Fen Edebiyat Fakültesi’nin Karşılaştırmalı Edebiyat Bölümü başkanıdır. Yanısıra Açık Radyo’da programlar yapmaktadır. İki çocuk sahibi olan Belge, tanınmış film artisti Hale Soygazi ile 10 yıl kadar birlikte yaşadıktan sonra birkaç yıl önce evlenmiştir.
